9:02:41 AM Chairman White There was public comment on matters within the Commissions jurisdiction. Gallatin County Alcohol and Drug Services Prevention Specialist Rick Gale spoke regarding the Community-Coalition on Drug Awareness Educating the Community Through Awareness-Acknowledgment-Action. A C-CODA pamphlet was submitted and labeled Exhibit, A, Public Comment. Anthony Smith spoke regarding his request for a review board and an after hours hearing regarding the Detention Center and Elected Officials.

9:55:11 AM Commissioner Skinner Having reviewed and considered the application materials, public comment, and the staff report, I move to approve the applicant's watercourse mitigation plan in accordance with 6.A.5.b.ii of the Gallatin County Subdivision Regulations with the following amendments to reduce in the Watercourse Mitigation Plan to reduce the sentence that says "There are no stream crossings proposed" and condition #13, where it says "No crossing of the un-named stream shall be allowed for vehicular use..." to add the term at the end of that "...without appropriate permits."
